“China’s genocide and abuse in Tibet in the Xinjiang Uygur Autonomous Region, Hong Kong’s autonomy and suffocation of freedom, and bullying in Taiwan are unjustified and must be stopped,” Burns said.

Beijing’s recent actions against Taiwan have been particularly unfavorable, he said, and the United States has the right to continue to comply with one China policy.

“We also have the right to support peaceful resolution of conflicts and oppose unilateral actions that undermine the status quo and stability of the Indo-Pacific,” he said.

Taiwan sees itself as a sovereign state, while China sees the autonomous island as a separate state. Beijing has not ruled out the possibility of using force to achieve unity.

Mr Burns told lawmakers that the United States will compete fiercely with China wherever it is needed, including employment and the economy, critical infrastructure, and emerging technologies.

He told members of the Senate Foreign Relations Committee that he will work with China, which is interested in climate change, drug control, global health and non-proliferation.

He said China aims to be the most powerful military, economic and political actor in the Indo-Pacific.
